Unintelligent people reproduce the most. I think the point of these laws are to save other people from an individuals stupidity. If a man or woman wants to choose to drive while talking on his/her cell phone and end up driving into a lamp post and dying, fine. Its their life.

But, when that same person pulls out of a parking lot or is distracted when they don’t see someone else on a motorcycle slowing down to make a turn and run them over, then it is no longer their choice. They do not have the right to endanger other people’s lives.

Most laws are made due to that small percentage of people who are not intelligent enough to realize they shouldn’t do something because it hasn’t killed them yet. If that’s how they have to learn, then so be it. The world will be better off. But they shouln’t drag someone else down with them. Which does happen quite often

Frankly, I find the increased number of stupid people to be a sign from natural selection to stop breeding. Let the stupid die or otherwise sterilize themselves. This solves the problem of overpopulation and stupid people, all at once. Unfortunately, it is the stupid who reproduce the quickest.
